Kassandra is the daugher of Dudley Dursley and Deanna Carter. Deanna met Dudley while she was a waitress in Treats Cafe in Surbition Station in south London. After dating for a year the couple married and soon welcomed a little girl named Kassandra. As Kassandra grew Dudley noticed strange things about his daughter. Her eyes would change from a crystal blue to a navey blue almost instantly. She would be put in her crib only to somehow appear downstairs moments later. Dudley contacted his cousin Harry, suspecting that Kassandra may have the same powers as him. Harry met the child and her mother and was surprised to find out he knew Deanna, they had met years earlier at the same cafe and had actually planned on meeting her after work, until Dumbledor inturrupted.

Upon investigation it turned out that Kassanndra was indeed, a witch. Magic was obviously in Dudley's family but more surpringly in Deannas as well, she had once come from a powerful magical line but some how the most recent members were either squibbs. Kassandra was the first magical child born to this family in over 150 years. While the family name had died out through out the years, either by  marriage and other circumstances, it was a family name known by all in the wizarding world. Ravenclaw.
